Quick answers before you start

How should I plan a new Dubai mainland company?

Start with the work the business will perform, its owners and the operating location. Match those requirements to the DET application, company agreements and premises approvals; licence issuance is one stage in the launch plan.

Do I need formation support or a Dubai licence renewal?

Formation support covers a new entity and its initial ownership and operating arrangements. If the business already exists, identify the renewal or specific amendment required and use the existing licence record as the starting point.

The service in brief

Form your new Dubai mainland company

We organise the new entity’s activity, owners, documents and launch handover. Existing-licence renewals and amendments use a separate transaction scope.

An organised application file

Organise owners, signing authority, company agreements and location evidence for the selected normal or eligible alternative route.

A launch and handover plan

Record licence checks and the separate banking, residency, employment and bookkeeping tasks needed after incorporation.

Plan the company behind your Dubai licence

Dubai mainland setup connects your business plan to a specific DET licensing route. Begin with what you will sell, where it will be delivered and who will own the business. A broadly relevant activity description may still omit an important service or require another regulator’s consent.

The file brings together the name, legal arrangements, identification and location. Use a written scope to allocate document preparation, submission and follow-up to appropriately authorised providers. Visas, banking, bookkeeping and future changes are treated as distinct responsibilities in the handover. If the jurisdiction is still open, compare mainland setup across the emirates using the same business brief.

Already have a Dubai company and need to keep its licence current or change its details? Use our Dubai trade-licence renewal and amendment service. This formation page covers a new entity: suitability, ownership, premises and the initial company handover.

A closer look

Dubai mainland structure, activity and premises

Connect the DET route with your activities, ownership and intended location before filing.

01

Choose activities that match your contracts

Use product descriptions or a sample customer journey to explain the proposed work. Supplying equipment and installing it are distinct activities to investigate. Check permitted combinations, qualification requirements and external approvals as part of the new company brief. If an existing business is changing its work, review the separate Dubai activity-amendment preparation.

02

Agree ownership and management before filing

Discuss the proposed shareholders, their contributions and the person who will manage the company. A new company, sole establishment and branch do not carry the same legal arrangements. Invest in Dubai identifies several available forms; the suitable choice depends on the activity and owners. Resolve decision-making and signing authority before documents are prepared for signature. 03

Does every Dubai licence use the same premises arrangement?

No. Invest in Dubai describes a site lease for the normal licence and a first-year virtual-site option for eligible instant licences. This is a route-specific distinction, not a promise that any activity can use a virtual address. Ask which route covers your activity and what location evidence it requires now and at renewal. For a shop, clinic, workshop or other physical operation, check permitted use and any sector or fit-out approvals before paying a premises deposit. Source: Invest in Dubai — trade licence routes.

Prepare with a clear checklist

Documents for a Dubai mainland application

Invest in Dubai publishes different requirements for new applicants and branches. Use the applicable route to confirm the final checklist before arranging signatures.

Preparation view: All preparation groups

2 preparation items

Individual applicants

Prepare passport or Emirates ID records as applicable and the residence visa or entry-permit information requested for the applicant’s circumstances.
Supply proposed trade names, contact details, ownership allocations and manager information. Confirm consistent spelling before the application and agreements are prepared.
3 preparation items

Company, premises and approvals

Prepare the Memorandum or Articles of Association applicable to the legal form. Review management powers and ownership details before signature or attestation.
For a premises-based setup, confirm the lease and the relevant registration evidence. Check the licensed activity against the proposed use of the unit.
Retain the initial approval records and any sector regulator’s approval required for final licensing; do not substitute informal correspondence for the requested document.
2 preparation items

Corporate shareholder or branch

Depending on the route, provide parent registration, licence and constitutional documents with a resolution and authority for the representative.
Overseas company documents can require attestation and legal translation. Agree the exact receiving-authority requirements before commissioning the document work.

Branch, regulated-activity and specialist legal-form applications may require additional records beyond this preparation file.

The work, step by step

From Dubai setup brief to licence handover

Invest in Dubai supports online applications and service-centre routes; preparation should follow the selected licence and legal form.

  1. 01

    Map the activity and route

Explain your revenue model and compare the relevant activity descriptions. Check the selected route’s ownership, premises and external approval conditions.

  2. 02

Confirm the name and company details

Shortlist suitable names and review the legal form, owners and manager. Avoid ordering permanent branding before the name has been accepted.

  3. 03

    Prepare the initial application

Organise applicant records and the information needed for initial approval. Confirm how each shareholder or authorised representative will complete their part.

  4. 04

Complete the legal and location file

Coordinate the required company agreement, premises evidence and sector approvals. Track each dependency against the final application checklist.

  5. 05

Review fees and receive the licence

Approve the authority payment request after checking the application details. Inspect the issued licence for correct activities, names and ownership information.

  6. 06

    Prepare the operating file

Organise banking documents, employment or residency planning and bookkeeping. Keep a record of responsibilities, login ownership and the next renewal milestones.

Plan your budget

Dubai mainland fees and budget planning

The appropriate quotation depends on the licence route and actual activity. Compare full deliverables, rather than treating a licence-only figure as a complete launch budget.

Cost components and what each covers
Cost componentWhat to account for
Licensing and name reservationIdentify the authority charges for the selected activities, name and legal form. Confirm what repeats at renewal and what is a one-time application charge.
Office or commercial premisesInclude rent, occupancy registration, deposit and any activity-related fit-out. Ask whether the quoted arrangement meets your intended operational use.
Company agreements and foreign recordsAllow separately for drafting, certification, translation and overseas document processing where the ownership arrangement requires them.
Immigration and employment preparationConfirm whether establishment services and individual applications are included. A company licence price should not be assumed to include every person’s residency costs.
Coordination and ongoing supportRecord the administrative work covered by professional fees, plus optional banking preparation, bookkeeping or renewal assistance. Clarify third-party charges before payment.

Use current DET estimates for the agreed scope; instant and normal licence offers are not interchangeable.

Know what happens when

Preparation, approvals and handover

A fast issuance service does not remove the preparation needed before a complete application can be processed.

Before submission

Route and premises checks

Confirm activity eligibility, ownership and location needs. Resolve premises suitability before making promises about opening a shop or receiving customers.

Preparation and review

Legal documents and consents

Signature arrangements, corporate ownership papers and regulator approvals can determine the critical path even when the online application is straightforward.

Separate milestones

Licence and follow-on services

Track licence issuance independently from account activation, residency and operational approvals. Plan a launch date around the work the business needs to perform.

Looking ahead

After your Dubai licence is issued

A useful handover makes the company easier to run and maintain.

Keep a verified company file

Save the final licence, constitutional documents and premises records. Check the exact registered name before using it on contracts, invoices or bank applications.

Plan administration from the first transaction

Establish bookkeeping and document storage, then review tax registration responsibilities. Record startup expenses and owner funding clearly instead of leaving them in personal spreadsheets indefinitely.

Manage changes and access

Decide who monitors licence and premises renewals. Review official amendments before adding activities, moving the office or changing the manager, and keep government account access under company control.

Dubai mainland questions

Need to discuss your own circumstances?

Can I obtain a Dubai licence online?

Invest in Dubai provides an online registration route, with service-centre channels also available. Whether every part can be completed remotely depends on the selected licence, applicants and documents. Confirm signing or verification requirements before planning travel.

Is an instant licence appropriate for any business?

No. The official service describes an instant route for eligible activities that do not require external approvals. Confirm the current conditions and later commitments rather than assuming an advertised issuance speed applies to every mainland application.

Do I have to choose the trade name first?

It helps to prepare several suitable options early, but activity and legal-form decisions should be clear too. A domain registration or social media handle does not prove official name availability.

Can an overseas company open a Dubai branch?

A branch route can be explored, with parent-company records and authorisations relevant to that application. Establish which documents require attestation and translation before submission. The parent’s existing licence alone is not a complete branch application.

Will the licence guarantee a bank account?

No. A bank conducts its own onboarding and may ask for business and ownership evidence beyond the licensing file. Prepare the company profile and banking evidence, and keep banking approval separate from incorporation in your launch plan.

What can delay an otherwise straightforward setup?

Unsettled activity choices, inconsistent identification, missing shareholder signatures, unsuitable premises and outstanding external approvals can all cause rework. A short written decision log and a document tracker are useful ways to keep the application moving.

Do I need a new company just to renew or change my Dubai licence?

Begin with the existing licence and the change you need. Our Dubai renewal and amendment service reviews that transaction. New formation is a separate assessment when the plan actually calls for another entity.
