Quick answers before you start

What should a UAE content creator check before licensing?

Review the commercial activity, residence status and accounts used for campaigns. Distinguish the business licence from any relevant advertiser permit, and assess the actual content model before assuming one approval covers everything.

Does unpaid promotion automatically fall outside the permit review?

No. The advertising framework can cover unpaid promotional content, subject to its stated exemptions. Assess the actual activity and applicable conditions rather than using the absence of payment as the deciding factor.

An activity and structure brief

Map revenue streams and promotional activity, distinguishing a resident business from a visiting creator campaign.

An organised application file

Organise identity, commercial licence and channel information, with the relevant visitor-agency evidence where applicable.

A launch and handover plan

Record business and individual permit responsibilities, account details and renewal steps without treating one permission as covering every activity.

A company licence and an individual advertising permit serve different purposes. Visiting-creator arrangements require the relevant permitted agency route; approval remains with the authorities.

Separate the creator’s business activity from the advertising permit

We help creators plan licensing around the way they earn revenue: filming for clients, publishing sponsored posts, promoting products or managing other people’s campaigns. These activities do not necessarily sit under the same approval. Start by describing what you create, whose channels carry it and who contracts with the advertiser. That provides a better basis for licensing than follower numbers alone.

The National Media Authority publishes an individual permit for advertising and media content on social media and other digital platforms. Its checklist includes a commercial licence. Treat the economic activity and advertising permission as connected requirements: an online selling licence should not be assumed to cover promotional work for other brands.

Licence, advertiser permit and visitor-route checks

Check commercial activity and media permission as related but distinct requirements.

01

Identify your content and commercial activities

An individual creator, production business and advertising agency can have different operating needs. Review the proposed activities, contracting name, invoicing arrangements and intended staff before selecting a licence. A residence visa by itself does not settle which commercial activities you can carry out. Where Dubai is the proposed licensing location, review the trade licence activity selection alongside the media-permit requirements.

02

Check the individual advertiser permit requirements

The authority’s advertising permit framework covers paid and unpaid promotional content, with specified exemptions. Its requirements include registering the relevant accounts and displaying permit information. Review your actual content and commercial relationships before assuming that an unpaid collaboration falls outside the framework. Source: National Media Authority: Individual advertising permit.

03

Review the visitor advertiser route separately

Visiting advertisers have a distinct route involving an appropriately licensed and accredited UAE advertising or talent management agency. Confirm that route before accepting a local campaign. A visitor arrangement should not be treated as an interchangeable substitute for a resident creator’s business and permit structure. Confirm the person’s entry or residence route separately from the advertising permission. Source: National Media Authority: Visitor Advertiser Permit.

Prepare with a clear checklist

Documents for a creator licensing file

Prepare the identity and business records first, then add information about the channels and planned advertising activity.

2 preparation items

Identity and status

Supply a clear passport copy and current photograph matching the applicant. Check spelling against the digital application.
Prepare Emirates ID or the relevant digital identity information, together with current immigration records where requested.
2 preparation items

Business and accounts

Provide the relevant current commercial licence for the resident route, or the details needed to establish the appropriate business activity.
List account handles, profile links and ownership details. Identify which accounts will carry advertising and who controls access.

Campaign and route evidence

Explain the services offered, whether content promotes third parties and whether you operate individually or through a business.
For a visiting creator, obtain the responsible agency’s required onboarding documents and campaign information before the permit submission.

Published permit conditions include training and compliance requirements, alongside the required identity and business evidence. Confirm the current programme and final checklist for the selected resident or visitor route before submitting.

Have a question about one of these records?

The work, step by step

From creator profile to a coordinated application

Prepare the business and individual permit requirements together so the same names, activities and accounts appear throughout.

  1. 01

    Review your revenue model

Describe sponsorships, affiliate arrangements, production work and agency relationships. Separate publishing your own content from providing advertising services for other businesses.

  2. 02

    Confirm the licensing route

Check the relevant trade activity and whether the resident or visitor permit route applies. Identify any campaign-specific regulator approval before preparing the application.

  3. 03

    Prepare the records

Collect identity, commercial licence and channel details. Resolve inconsistent personal names, expired records or accounts controlled by another person before uploading the file.

  4. 04

    Coordinate submission and queries

Submit through the appropriate official channel with the applicant’s authorisation. Track requests for clarification, required steps and payments against the specific application reference.

  5. 05

    Prepare the operating handover

Check the issued details, registered accounts and permit conditions. Record renewal dates and provide a practical list of items to review before each new campaign.

Plan your budget

What influences the cost

A creator’s total setup cost depends on the business structure as well as the individual permit route.

Cost components and what each covers
Cost componentWhat to account for
Business licensingTrade name, licence, workspace and registration costs depend on the issuing authority and selected activities.
Permit administrationConfirm current authority charges and applicable terms for the individual route before paying. A promotional waiver should not be assumed permanent.
Supporting recordsTranslation, document certification or replacement identity records may add costs when the authority requires them.
Agency and coordination scopeVisitor agency arrangements, application support and ongoing account administration should be itemised separately from government charges.

Know what happens when

Preparation, approvals and handover

The sequence depends on the business licence and the completeness of the creator’s permit information.

Before commitments

Route review

Confirm resident or visitor status and the intended activities before tying a client contract to an assumed approval date.

Dependent on prerequisites

Licence and application

A missing commercial licence, identity update or account clarification can delay a complete submission.

After submission

Authority review

Respond to requests promptly and launch regulated advertising only once the required approvals are in place.

Looking ahead

Keep the licence and content records current

Treat the initial approval as the start of an organised operating routine.

Account changes

Review new handles, additional platforms and account ownership changes against the permit’s registration requirements.

Campaign records

Keep client briefs, contracts and evidence of relevant advertising approvals so responsibilities remain clear after publication.

Renewal preparation

Check licence and permit expiry dates together, and update identity or business details before the next renewal submission.

Influencer licence and advertiser permit questions

Need to discuss your own circumstances?

Is an influencer licence the same as an advertiser permit?

They address different parts of the activity. A business licence establishes the authorised commercial activity, while the individual advertising permit has its own requirements. Review both against your content model.

Does unpaid promotional content need review?

Yes. The authority’s framework includes unpaid advertising, subject to its specified exemptions. The absence of a cash payment is not enough on its own to determine the position.

Can I rely on my existing residence visa?

Residence status and permission to conduct a business activity are separate. Check whether your existing licence covers the services and whether the individual permit is required.

What if I only promote my own business?

The published framework contains an exemption for individuals promoting their own products, services or owned companies through personal accounts. Confirm that the actual relationship and content fit the exemption.

Can a visiting creator apply through the resident route?

Visitors have a dedicated agency-based route. Establish the appropriate UAE agency relationship and permit requirements before organising local advertising work or promising deliverables.

Does a large following guarantee approval?

No. Follower numbers do not replace the authority’s eligibility, identity and licensing requirements. Prepare the required records and assess the activity regardless of audience size.
