Quick answers before you start

What should a payroll service scope make clear?

Define employee inputs, salary calculations, review dates and payment-record handover. Name the person approving changes and distinguish payroll administration from any agreed payment delegation so responsibilities remain clear each cycle.

How should I plan a payroll deadline?

Work backwards from the employer's applicable wage deadline to set input and approval dates. Confirm the relevant authority and payment process for that employer rather than assuming every free-zone or mainland business uses an identical workflow.

An exceptions and approval record

Resolve missing inputs and unexplained differences before an authorised employer representative approves the final payroll.

A payment and reconciliation file

A payroll cycle with clear review points

Agree a recurring calendar around the applicable wage deadline so inputs, approvals and payment release happen in time.

  1. 01

    Collect and validate inputs

Receive monthly changes by the agreed cut-off. Check missing approvals, effective dates and employee details before starting the calculation.

  2. 02

    Prepare the payroll

Apply the confirmed pay components and approved adjustments. Produce a calculation record that supports the gross-to-net result for each employee.

  3. 03

    Review changes and exceptions

Compare the draft with the previous period and supporting records. Resolve unexplained variances, incomplete payment details and items needing the employer’s decision.

  4. 04

    Obtain approval and prepare payment

Provide the employer with the payroll summary and exceptions. Once approved, prepare or coordinate the required payment file through the agreed secure process.

  5. 05

    Reconcile and close the period

Match payment-provider results to approved payroll, follow up failed or returned transactions and prepare the agreed accounting and employee records.

Prepare with a clear checklist

Services / The essentials

A controlled payroll process from inputs to payment records

Our payroll administration connects the salary calculation with approved employee inputs and payment records. Employment terms, attendance, approved changes, payment details and accounting records need to agree. A repeatable process makes it easier to identify an unusual deduction or missed allowance before the payroll is approved and helps employees receive clear information about their pay.

For employers within the relevant MOHRE framework, wage-payment requirements include the approved payment system and applicable deadlines. We organise calculation records, employer review and preparation of payment information within the agreed scope. Confirm the separate authority for any payment delegation; the employer remains responsible for paying wages on time.

A closer look

Payroll inputs, WPS requirements and approval controls

Work from confirmed employee instructions and the applicable payment deadline.

01

Validate employee changes and pay components

A change to salary, allowances, working time or bank details should have a clear source and start date. Maintain a controlled employee register and a monthly change log. This makes it possible to explain why the current payroll differs from the previous period and who approved each adjustment. Keep the employee register consistent with the work and residence records maintained through personnel administration.

02

Apply the employer’s wage-payment requirements

Confirm the applicable employment jurisdiction and salary-payment channel. Under MOHRE Ministerial Resolution No. 340 of 2026, effective 1 June 2026, the preceding month’s wages are due on the first day of each Gregorian month for establishments within its scope. Use the ministry-approved payment system and check applicable exceptions. Free-zone arrangements can differ; confirm the employer’s registration and the provider’s file rules. 03

Resolve payroll exceptions before payment approval

Compare totals and individual changes before approval. Investigate unexpected net pay, duplicate employees, missing payment details and unusual deductions. Keep calculation preparation, final approval and payment release as distinct responsibilities wherever practical, with an audit trail for corrections and resubmissions. Provide the approved payroll and provider results to the person responsible for accounting reconciliations, including failed or returned payments.

Plan your budget

Payroll pricing follows volume and complexity

Compare the service scope rather than the per-employee figure alone.

Cost components and what each covers
Cost componentWhat to account for
Initial setupEmployee data preparation, opening balances, policy mapping and payment-format configuration may require a separate onboarding exercise.
Recurring processingHeadcount, pay frequency, number of entities and the complexity of variable pay affect the ongoing workload.
Payment and software chargesBank, exchange-house, payroll-card and software fees are distinct from the administrative processing service.
Additional workOff-cycle payroll, historical corrections, extensive data cleanup and complex leaver calculations should have an agreed charging basis.

Know what happens when

Payroll inputs, approval and close

Work backwards from the applicable legal payment deadline, allowing time for review, funding and provider processing as well as calculation.

Before the planned pay date

Input cut-off

Set a cut-off that leaves enough time to check changes and obtain missing approvals without rushing the final file.

Before payment release

Employer approval

Late decisions or unresolved exceptions can hold up the payroll. Identify an authorised backup approver where appropriate.

After provider processing

Payment reconciliation

Provider cut-off times, holidays, funding and rejected transactions affect when each payment is confirmed as successful.

Looking ahead

Keep the payroll record accurate between cycles

Ongoing maintenance prevents small data problems from becoming repeated payment issues.

Employee changes

Update contracts, pay components and payment details only through the approved process, with supporting records and effective dates.

Monthly reconciliation

Retain payroll summaries, provider results and correction records so the finance team can reconcile salary expense and payments.

Periodic review

Review user access, payroll policies and the applicable payment arrangements when the company changes jurisdiction, headcount or employment practices.

UAE payroll administration questions

Need to discuss your own circumstances?

Does outsourcing payroll transfer the employer’s responsibility?

No. Article 5 of MOHRE Resolution No. 340 of 2026 permits wage-payment delegation subject to notifying the ministry of the delegate and the scope of the arrangement, but the establishment remains responsible for paying wages on time. Confirm whether the engagement covers administration only or actual payment delegation and which requirements apply.

Will every free-zone employer use the same WPS process?

Do not assume that. Confirm the relevant employment authority and payment requirements for the specific employer, then configure the process around those requirements and the selected provider.

Can you process overtime and commissions?

They can be included when the calculation basis, supporting records and employer approval are clear. Disputed entitlements or unclear employment terms should be resolved before payroll is finalised.

What happens if an employee’s payment is rejected?

Identify the provider’s reason, validate the payment details and agree the corrective action with the employer. Record the resubmission and reconcile the final result without losing the original transaction history.

How are starters and leavers handled?

Provide the effective dates and approved instructions before the cut-off. Check the relevant contract and entitlements, and obtain specialist input when a settlement question requires interpretation.

How should payroll information be shared?

Use the agreed secure channel and restrict access to authorised people. Keep identity, bank and salary details out of uncontrolled shared files and retain a record of approved changes.
