How do I shortlist Abu Dhabi free zones?

Compare ADGM, KEZAD and Masdar City against the intended activity, structure and facilities. The shared free-zone label does not make their legal frameworks, company routes or operating arrangements interchangeable.

What should an Abu Dhabi zone proposal make explicit?

Ask for the actual jurisdiction, licence, legal form and premises. In particular, identify whether a KEZAD proposal uses a free-zone or domestic economic-zone arrangement before comparing it with other options.

An operating brief

Record activity, ownership, customers and premises needs before deciding which Abu Dhabi route merits assessment.

A route comparison

Distinguish ADGM’s registration and regulatory route, KEZAD jurisdiction choices and Masdar activity and workspace arrangements.

A next-step checklist

Identify company-owner, facility and specialist documents required by the shortlisted route rather than combining unrelated checklists.

Firswood provides this service directly. Agree the preparation, submission and follow-up responsibilities in the written proposal, including any required professional authorisation. Authority, regulator, bank and immigration decisions remain with the relevant body.

Compare the framework as well as the location

Abu Dhabi’s free-zone options should be compared by their actual framework and facilities. ADGM has a distinct financial-centre and legal environment. KEZAD offers economic-zone and facility-led business routes, including free-zone and domestic options. Masdar City provides its own free-zone licensing and workspace choices. Their names alone do not establish the best fit for your company. Source: KEZAD: Business setup and jurisdiction options.

The comparison begins with the activity, intended ownership, customer market and physical operation. A professional office, a specialist financial business and a logistics operation need different analysis. Translate these requirements into an options brief, identify the relevant registration route and compare the documents and recurring obligations before committing to a structure. For an economic licence outside these free-zone routes, review Abu Dhabi mainland setup.

ADGM, KEZAD and Masdar City compared

Compare ADGM, KEZAD and Masdar City against the purpose and operation of the business.

01

ADGM: start with the legal and regulatory route

ADGM registration guidance provides separate incorporation checklists for different legal forms and activities. Review whether the proposal is an operating company, branch or specialist vehicle and whether financial-services authorisation is involved. The commercial registration process and any regulatory approval need to be considered together, with appropriate specialist input for the proposed structure.

02

KEZAD: distinguish free-zone and domestic options

KEZAD offers free-zone and domestic economic-zone routes, so identify the actual jurisdiction in the proposal. Compare the licence and legal type alongside the required office, warehouse, industrial unit or land. KIZAD is a familiar earlier name used in searches; the current comparison should use KEZAD’s relevant offering and service requirements.

03

Masdar City: match activity and workspace

Masdar City Free Zone publishes its own licensing, registration and workspace options. Assess the permitted activity and legal form first, then compare the facility and staffing arrangements against your operating needs. A sustainability-related business idea still needs the correct licensed activity and any separate permissions required for its technical or regulated work.

Prepare with a clear checklist

Documents for comparing Abu Dhabi routes

A clear core file makes authority discussions more useful and exposes route-specific requirements early.

2 preparation items

Business and ownership

Describe the activities, customer types, intended markets and physical work. Explain why the business needs an Abu Dhabi presence.
Prepare individual identity records and a proposed ownership structure, including the people who will manage and sign for the company.
2 preparation items

Corporate or specialist structures

For a subsidiary or branch, prepare constitutional and registration documents, ownership information and the corporate resolution authorising the new presence.
Prepare a business plan or structure explanation, with professional, regulatory or transaction information required for the selected ADGM or other specialist route.
2 preparation items

Facilities and application

Describe the office or operating facility, expected headcount, utilities and any storage, equipment or fit-out needs.
Obtain the current checklist for the legal form and activity, including required signatures, certification, external approvals and proposed trade names.

The file for a regulated financial business or specialist vehicle can differ substantially from a general business registration. Use the relevant authority checklist.

The work, step by step

A comparison process built around your operating brief

Resolve the framework and facility questions before treating registration as a simple form-filling exercise.

  1. 01

    Define the essential requirements

Document the activities, ownership, target customers and facilities. Distinguish commercial preferences from requirements that determine eligibility or the ability to operate.

  2. 02

    Identify the appropriate framework

Assess ADGM, KEZAD and Masdar City against the brief. Confirm the relevant jurisdiction and legal form, and identify any regulated activity or specialist service-provider requirement.

  3. 03

    Review complete proposals

Compare the registration, facility, staffing and ongoing administration requirements on a consistent basis. Obtain clarification where an advertised package leaves an essential item unclear.

  4. 04

    Prepare the selected file

Collect the required evidence, approvals and corporate authorisations. Coordinate certification and the facility arrangement in the order required by the chosen authority.

  5. 05

    Plan the operating launch

Check the issued records and schedule the next banking, employment, accounting and operational-permit tasks, with clear responsibility for each remaining dependency.

Plan your budget

Compare the full cost of an Abu Dhabi presence

The legal framework and physical operation can have a larger effect on cost than the initial licence charge.

Cost components and what each covers
Cost componentWhat to account for
Registration and regulatory workIdentify company registration, licence, specialist vehicle or regulated-activity application costs relevant to the chosen structure.
Premises and infrastructureCompare lease charges, deposits, fit-out, utilities and any industrial or technical infrastructure required to use the space.
Ownership documentationCorporate resolutions, certification, translation and specialist professional review can add preparation costs for group or overseas structures.
Annual administrationInclude renewal, reporting, accounting and any required professional or service-provider support in the recurring budget.

Compare one-off, annual and operational expenses separately. A quote for a simple office company should not be used as the budget for a specialist or industrial project.

Overseas parent documents, corporate approvals and facility readiness can affect the date of a complete submission.

Operating readiness

Fit-out, staff applications, banking and other approvals may remain outstanding after company registration has been issued.

Maintain the company in its chosen framework

Each authority has its own ongoing procedures and records to keep current.

Structure and activity changes

Review new shareholders, directors, activities or facilities with the relevant authority before implementing changes to the operating model.

Financial and operating records

Maintain accounting and supporting business records from the start, with professional review of applicable reporting and tax requirements.

Abu Dhabi Free Zones questions

Need to discuss your own circumstances?

Is ADGM the same kind of route as KEZAD?

No. ADGM has a distinct legal and financial-centre framework, while KEZAD offers economic-zone business and facility options. Compare the actual activity and structure rather than relying on the free-zone label.

Does KEZAD always mean a free-zone company?

No. KEZAD offers free-zone and domestic economic-zone options. Confirm which jurisdiction and licence the proposed arrangement uses before comparing its conditions with another free zone.

Why does the directory also use the name KIZAD?

KIZAD remains a familiar search term for the location and earlier offering. The current setup review should follow KEZAD’s relevant legal types, facilities and application requirements.

Does a sustainability business automatically qualify for Masdar City?

The business still needs an eligible activity and suitable registration route. Review the actual services or products and any technical permissions rather than relying only on the sustainability theme.

Can an overseas company establish a branch?

Branch routes exist within relevant authority frameworks, but the application and documents depend on the jurisdiction and activity. Review parent records, authority to establish the branch and the current checklist.

Which option will complete fastest?

A useful comparison needs the actual file. Corporate documentation, regulatory review and premises can determine the schedule. A published processing target is not a guarantee for the whole setup and launch.
