Quick answers before you start

How do I choose an Abu Dhabi mainland licence route?

Compare the actual business activity and applicant circumstances against the relevant ADDED route. Confirm the company form, owners and premises before preparing documents through the applicable official service channel.

What should be settled before preparing an Abu Dhabi application?

Settle the intended work, applicants, management and operating location first. A route designed for particular fields or applicants should not be selected solely because its name or advertised process sounds convenient.

Start with the appropriate Abu Dhabi licence route

Abu Dhabi offers several economic licensing routes. ADDED publishes the available types and links applicants to TAMM. A standard company, eligible freelancer and existing free zone business seeking an additional route should begin with different application assumptions.

A company brief should organise ownership and supporting information, including premises, signatures and additional approvals. Agree any preparation or submission support with an appropriately authorised provider. The plan also covers how the company will invoice customers, employ people and establish financial records after licensing.

Choosing the ADDED route and preparing the company

Distinguish the relevant ADDED licence type before preparing ownership and premises records.

01

Understand the economic licence options

ADDED identifies Standard, Trader, Freelancer, Virtual and Dual licences among its routes. The Virtual route addresses individuals outside the country; the Dual route concerns eligible Abu Dhabi free zone establishments operating outside their zone. Confirm the current activity and applicant conditions through the relevant TAMM service. Source: ADDED — economic licence types and services.

02

Build the application around its owners

Record whether shareholders are individuals or companies, whether a parent business is involved and who will sign or approve the application. Keep names and contact details consistent across the brief, identity records and proposed agreements. Resolve representation before preparing signatures. For an overseas corporate owner, assess the document attestation route before commissioning certified records.

03

Connect location, licensing and launch plans

Premises must suit the intended operation. Some licence routes have different location conditions, so confirm the selected route before assuming an exemption. ADDED identifies additional activity and location approvals; check these before fixing a fit-out schedule, hiring date or opening announcement.

Prepare with a clear checklist

Documents for an Abu Dhabi licence application

The required attachments are determined by the chosen TAMM service and legal form. These preparation groups help identify what to confirm before filing.

2 preparation items

Applicants and instructions

Prepare identity and residency records requested for owners, managers or representatives. Check that applicants can access the relevant digital application channel.
Record the activity descriptions, trade name options, legal form, ownership shares and manager. Settle these choices before producing documents for signature.
3 preparation items

Legal and operating records

ADDED notes that legal form and ownership determine whether a Memorandum of Association or another agreement is needed. Confirm the applicable document and signing process.
For a premises-based route, organise the tenancy contract and any supporting location records requested. Ensure the proposed use matches the business operation.
Depending on activity and location, additional approvals may be requested from the relevant municipality or sector authority. Obtain the correct evidence for that application.
2 preparation items

Company shareholder or expansion

If another company is involved, prepare its registration and constitutional documents, ownership information and the decision authorising the proposed UAE setup.
Clarify who signs for a corporate owner and whether documents need certification, attestation or translation. Commission only the formats the receiving authority requires.

Use the final TAMM checklist for the chosen route; eligibility and attachments vary.

The work, step by step

Preparing your Abu Dhabi economic licence

Resolve the application route first, then coordinate the documents and approvals that apply to that route.

  1. 01

    Define the Abu Dhabi operation

Explain the products or services, intended customers, owners and physical activities. Identify whether this is a new enterprise, branch or expansion.

  2. 02

Choose the licence and legal form

Compare relevant ADDED routes and confirm eligibility through the current service. Agree the legal form and management arrangements with the owners.

  3. 03

Prepare the name and initial file

Organise trade name choices and applicant information for the applicable initial approval stage. Check digital access and representation requirements before filing.

  4. 04

    Resolve location and agreements

Prepare the required company agreement and premises documentation. Keep responsibility for landlord, owner and external-authority actions clear throughout the process.

  5. 05

    Complete approvals and payment

Review the submitted data, supply any outstanding approvals and confirm authority fees. Check the licence details when the official documents are issued.

  6. 06

Hand over to the operating business

Establish a shared company file and plan bank onboarding, staffing and accounts. Identify the person responsible for future licence updates and renewals.

Plan your budget

Abu Dhabi licence and operating costs

Build the estimate around the specific ADDED route, ownership arrangement and intended location. Different routes can have different inclusions and later commitments.

Cost components and what each covers
Cost componentWhat to account for
Economic licence and application servicesSeparate the authority’s issuance, name and related service charges from adviser fees. Confirm the exact activities and legal form used to prepare the estimate.
Premises and local requirementsInclude rent, deposits, location documentation and any fit-out or activity-related permissions. Check later premises obligations for routes with special initial arrangements.
Company and corporate-owner paperworkBudget for company agreements, authorisations and relevant overseas documents. Translation or attestation should be priced against an agreed document list.
People and establishment administrationResidency or employment work can be a separate part of the project. State the anticipated applicant numbers and circumstances when requesting a detailed quotation.
Operating supportBookkeeping, tax administration, banking preparation and renewal coordination should have their own scope. Compare recurring service costs alongside first-year formation expenses.

A published licence option should be checked for eligibility and inclusions before it is used as the full business budget.

Know what happens when

Preparation, approvals and handover

Use the chosen licence service to establish its current processing target, then account separately for preparation and operating tasks.

Before application

Route selection

Eligibility, activity descriptions and the legal form should be settled before collecting a large document file or committing to premises.

Preparation and external review

Supporting consents and documents

Location checks, owner approvals and corporate paperwork may determine when the application becomes complete; keep a named contact for each dependency.

Authority review and handover

Licence completion and launch

Issuance is one milestone. Banking, employment, residency and any remaining operating requirements need separate planning before the business is fully ready.

Looking ahead

Administration after your Abu Dhabi setup

Good handover records make later renewals and changes easier to manage.

Monitor the licence scope

Keep the activity list and company details under review as the business grows. Adding a new service, relocating or changing the manager may require an official amendment.

Organise financial records

Establish invoice numbering, expense capture and a process for recording owner funding. Review tax registration and filing responsibilities with the entity’s actual legal form and operations in mind.

Keep company access accountable

Record who controls TAMM, banking and other business accounts. Use authorised access arrangements and a renewal calendar so important notices do not remain in an individual’s unattended inbox.

Abu Dhabi mainland questions

Need to discuss your own circumstances?

What is the difference between ADDED and TAMM?

ADDED provides the economic licensing framework and route information. TAMM is an official channel for relevant services. Follow the selected licence’s current service instructions; they are not competing licensing authorities.

Does the Freelancer licence suit every consultancy?

No. ADDED describes it for specified fields and applicants must satisfy the relevant conditions. Check the exact activity, applicant eligibility and intended operation.

Can I start the process while living outside the UAE?

Abu Dhabi offers a Virtual Licence route for individuals residing outside the country. Its conditions should be checked for the planned activity. Company registration and any later residency or banking requirements remain separate questions.

Is a physical office always required?

Premises rules depend on the licence route. ADDED describes some routes without a physical office requirement, while its standard setup guidance includes a suitable location and tenancy. Obtain confirmation for the exact route instead of assuming one rule covers all licences.

Can an existing free zone company operate through a Dual Licence?

ADDED describes the Dual Licence for Abu Dhabi free zone establishments undertaking activities outside their zone. Eligibility, permitted activity and the required application need to be confirmed. It should not be assumed to apply to every free zone company in the UAE.

What information is useful at the first consultation?

Provide the activity, owners, residency position, workspace and details of any existing company involved. Explain where customers will be served and whether staff are needed to make the comparison and document request precise.
