Quick answers before you start

How should I compare Dubai free zones?

Compare the specific activity, owners, premises and team against each authority's offering. Office-led services, technology campuses and goods-handling operations can need different arrangements; use the same business brief before comparing full costs.

Should I treat every Dubai destination as an independent authority?

No. Some destinations are campuses or offerings within a wider business environment. Check the actual licensing authority and package so that the shortlist compares the relevant route, premises and application conditions.

Build a Dubai shortlist before choosing an authority

Dubai offers several free-zone routes, but a shared emirate does not mean shared rules or identical packages. An advisory business, an online retailer and a company handling imported stock may need different activities, premises and approvals. Begin with what the business will do, where it will do it and the people who will own and manage it.

The directory brings together individual authority and business-community guides so you can move from a broad comparison to a specific application route. Use each guide to check the authority’s current activities and complete operating requirements against your selection criteria. This creates a useful shortlist before a deposit, lease or incorporation commitment is made. For an initial office or service-business shortlist, review Meydan, IFZA, DMCC and DWTC. For more specialised premises, assess Dubai Airport Freezone or Dubai South.

Dubai free-zone options by operating need

Compare Dubai routes through business activities, specialist requirements and premises needs.

01

Compare the activity and business community

Review general business routes alongside communities associated with particular sectors. Dubai Creative Clusters is an umbrella description rather than one interchangeable licence; current Dubai Development Authority routes depend on the relevant community and activity. Dubai Silicon Oasis and Dtec are related offerings, so establish the actual licensing and workspace route before treating them as separate alternatives.

02

Match facilities to the work being done

A desk-based consultancy needs a different comparison from a business storing goods or operating specialist equipment. For physical operations, assess suitable Jafza or other facility-led routes against storage, delivery, utilities and access needs. Dubai CommerCity’s licence options also merit a specific review for ecommerce models, including whether the proposed operation fits the selected activity.

03

Allow for specialist registration requirements

DIFC has its own business and legal framework, with financial and non-financial routes that need different assessments. A company registration should not be confused with permission to carry out regulated financial services. Compare the relevant approval pathway, professional support and continuing obligations before evaluating the initial incorporation charge. Source: DIFC: Business routes and requirements.

Prepare with a clear checklist

Documents for a Dubai free-zone comparison

Prepare a reusable core file, then obtain the selected authority’s legal-form and activity-specific checklist.

2 preparation items

Owners and management

Prepare passport copies, contact details and current residence information where applicable for the proposed owners and managers.
For a company shareholder or branch, gather registration and constitutional records, the ownership chain and the relevant approval to establish the UAE presence.
2 preparation items

Business requirements

Describe the goods or services, intended customers and where work or delivery takes place. Include any regulated or externally approved activity.
State the workspace, warehouse or facility needs and expected personnel. Identify physical operations that a shared desk could not accommodate.
2 preparation items

Application preparation

Prepare trade-name options and explain whether the structure will be a new company, subsidiary or branch.
Collect the business plan, professional qualifications, product information or facility records requested for the shortlisted route, with certification where required.

Keep conditional documents separate from the core file. A checklist for one Dubai free zone should not be presented as the mandatory checklist for every other route.

The work, step by step

From a Dubai shortlist to a coordinated setup

Use the comparison stage to remove unsuitable options before preparing a final application.

  1. 01

    Define the operating brief

Agree the activities, owners, customers, premises and staffing needs. Identify which requirements are essential and which can change as the business grows.

  2. 02

    Shortlist suitable routes

Check activity availability and legal forms, then compare communities and facilities that can support the operating brief. Identify any specialist regulator involvement.

  3. 03

    Compare complete proposals

Review authority charges, workspace, immigration facilities and ongoing obligations on consistent assumptions. Confirm the scope and conditions of any promotion.

  4. 04

    Prepare the selected application

Collect the route-specific documents, obtain necessary corporate approvals and coordinate names, signatures and external approvals in the required sequence.

  5. 05

    Complete the operating handover

Check the issued records and organise the next steps for banking, residence, accounting and any operational permits needed before the business starts its intended work.

Plan your budget

Compare total cost across Dubai routes

A useful comparison shows what the company will pay to establish and maintain the intended operation.

Cost components and what each covers
Cost componentWhat to account for
Registration and licenceSeparate name reservation, registration, licence activities and any specialist approval charges according to the chosen route.
Workspace and facilitiesCompare lease terms, deposits, utilities, fit-out and service charges, together with any limits on use of shared facilities.
People and operating permissionsInclude relevant establishment, residence and employment processes, as well as product, customs or other permissions required by the business.
Ongoing administrationBudget for renewals, accounting, required reporting and professional support rather than comparing only the first incorporation invoice.

Ask for the same ownership, activity and staffing assumptions in every proposal. Changes to those assumptions can make a low initial quote misleading.

Know what happens when

Comparison, preparation and next steps

The route and readiness of the file determine the schedule more than the emirate name.

Before commitment

Comparison and eligibility

Activity clarification and confirmation of the right facility can take longer than the online registration form itself.

Route-dependent

Documentation and review

Corporate shareholder certification, external approvals and specialist reviews can add prerequisites before submission is complete.

After registration milestones

Operational readiness

Fit-out, banking, staff applications and product permissions follow their own requirements and should be planned alongside incorporation.

Looking ahead

Keep the company aligned with its selected route

The setup choice should remain suitable as the business changes.

Renewal and reporting

Record licence, lease and filing dates from the chosen authority and allocate responsibility for preparing the supporting records.

Changes in operations

Review new activities, customer markets, storage arrangements and staffing before assuming the original package still covers the business.

Corporate records

Maintain accurate shareholder, manager and beneficial-ownership information, and coordinate required updates across authority and operational records.

Dubai Free Zones questions

Need to discuss your own circumstances?

Which Dubai free zone is best for a new company?

There is no single answer without an operating brief. Compare activity eligibility, ownership, workspace, staffing and customers first, then assess suitable routes and their full recurring costs.

Are Dubai Silicon Oasis and Dtec unrelated free zones?

No. Dtec is part of the Dubai Silicon Oasis business environment. Compare the specific campus or wider DSO route, including licensing and workspace arrangements, instead of counting them as interchangeable independent authorities.

Is Dubai Creative Clusters one standard licence?

No. The term describes a broader group of communities. Identify the current Dubai Development Authority route and the community relevant to the business activity before applying.

Does DIFC incorporation permit financial services automatically?

No. Regulated financial activities require the applicable regulatory assessment in addition to company registration. Confirm the actual activity and approval route before proceeding.

Can every Dubai free-zone business use a flexi-desk?

Workspace suitability depends on the authority, activity and operation. Storage, industrial work and certain regulated services can require dedicated premises or other specific arrangements.

Does choosing a free zone settle tax and banking questions?

No. Review tax obligations against the company’s actual facts and prepare a separate banking file. The authority’s licence decision and a bank’s onboarding decision are distinct processes.
